You stand good chance of getting admission in Germany universities provided you are able to obtain two recommendation letters from internationally renowned faculties from your engineering college.

You should appear for two exams - GRE and TOEFL ,then you can apply for the preferred university, but after your M.Tech, you are eligible for Ph.D, so go for that ,don't waste your time and money.

You can appear for IELTS exam and score minimum 6 band or more. Your UG percentage should be over 75%. If your percentage is low, then also appear for GRE exam and score high.
