Yes, you can apply for DU admission 2019 in B. Com under a regular/general category. But getting admission in DU colleges with 75% under Regular/General category can be a little difficult as the least cut off that most colleges accept is only till 84%.

After completing B.Sc, there are two job choices:-
1) Government Exams like SSC CGL, UPSC CSE, or any other State Public Service Commission like MPSC, GPSC etc.
2) Private Sector like Work with TCS, Wipro , Infosys etc.

No, you can't apply for B.Com honors in any college of DU like SRCC unless you have maths in both class 11th and class 12th. You must have maths either as an additional subject (6th subject) or as an optional subject (5th subject). You can just pass in maths by scoring 33 marks only.
