Yes, NET qualification will help you to apply for Ph.D. from universities. UGC NET and CSIR NET exam are organized for the selection of candidate for assist professor and junior research fellows. The basic eligibility for admission to B.Sc Computer Science is a pass in 10+2 with Science subjects, so you cannot do this course. You may try for BCA.

You will have to go through the prospectus of the course provided by the college to know more about the admission procedure, fees, eligibility etc.
You will have to meet the required number of marks otherwise you will not be eligible.
