Yes, definitely you are not eligible for economics hons, as it requires math as a subject in class 12th. Now, if you wish to study economics, then either you can go for BA Programme and take economics, as a subject or go for any hons course and take economics, as your Generic elective. If you take it as your GE for all four semester then you might get a minor in economics.

Hello, yes, you can apply for B.A(Hons.) in Maths after completing 12th arts.
The eligibility criteria for B.A(Hons.) in Maths is that candidate have to qualify 12th with at least 60% with Maths as one of subject.

There are some standards while arranging the exam. Therefore, it has its fixed exam centers. If Jammu Kashmir is there in the list then you will get J&K center for IGNOU for M.Sc in mathematics.
