I personally can give you information about Doon Business School, Dehradun as I am a student here. 60% scholarship can be availed with 90 percentile score in CAT exam at Doon Business School, Dehradun. So, that is just less than Rs 2 Lacs for entire course. The highest placement of DBS, Dehradun went upto INR 22.5 LPA last year.

Yes, you can. If you appear for MAT, you'll be getting the results in 10-15 days. So, if you have any particular college in mind, you can tell them that you have appeared for the MAT exam and waiting for it's results, in maximum cases college agree to wait for results and reserve your seat. And, in case you don't have any college in mind, then the colleges that you have filled in the MAT exam form are going to contact you on the basis of your score. Other than that, there are many colleges who have their admissions open till July, so you have a good chance of getting the admission.

Somehow, it is impossible, but some below average private colleges are accepting students for their MBA programmes, without CAT. You may look for the same. They are taking admission on the basis of normal eligibility criteria.
