Last year, cut off was almost around 80 percentile in VESIM. But, as you are sure what specialization you want to take, so you can go for PGDM course in VESIM.

Various Management Institutes or B-Schools have different dates for applying into their respective programs. Institutions such as Goa Institute of Management release their notification before CAT exam. But, if you want to apply for IIMs, or IITs, they release their respective cut offs for their programs after declaration of CAT results.

The MAH-CET cut off was almost 80 Percentile for General category, so there is a high chance of you to get through.

I would not recommend you to pursue MBA in any foreign countries without entrance exams, as it will lower down the standards of the colleges. GMAT and GRE are relatively easy as compared to national level competitions like CAT or GATE. So, I would suggest you to appear for entrance examinations and try your luck.

It is going to be difficult for you to get into XIMR even through minority via CAP rounds. Last year, they stopped at 90 percentile. You could however apply through ILS. Also, XIMR considers CET scores before any other scores.
