No, the score is too low, apply for ATMA and MAT of April and May attempt fetch scores above 95% because both of these exams are easy and you can get admission on the basis of that.

You might not be able to get into the top Iims like Ahmedabad, Bangalore, where the minimum requirement is 99 percentile in the CAT exam. You have a fair chance to receive calls from other Iims like:

It's a pretty hard task with 54 percentile and with a non agricultural background but as MANAGE selection is leaned on GD/PI to an equal weightage, you still stand a chance if you can perform exceptionally good in GD/PI.

Unfortunately, 31 percentile is too low a score to secure admission in a good MBA college. Please refer to the link provided below for a list of MBA colleges in Pune, Hyderabad, Ahmadabad and Bangalore. My advice to you would be to appear for the other MBA entrance exams like MAT, CMAT, SNAP, etc., to secure admission in a top MBA college.
