The good percentile would be at least 90 percentile. So, try to score at least 80 out of 200 in MAH-CET to get admission in a good college.

MAH-CET is very useful, not only in Maharashtra but also in few colleges outside Maharashtra. You can also try for MAT exam which is conducted in May.

With 70.48 percentile chances are less to get a call for GD/PI. Moreover, they also check past academic performance and work experience.

You might be questioned on your 12th marks, but believe me that won't be the sole deciding factor in your admissions. If you can justify your score in 12th class and show them how you have improved your performance, it won't be a deterrent to your admissions.
Hope this answers your question.
All the best.

If your academics are at least decent then with your CMAT percentile, you have a good chance.
Good luck.

Yes, you are definitely eligible for PGDM course. You will be called for GD/PI. Weightage for score is 50% while the remaining 50% is divided into GD/PI performance, academic scores, past experiences, etc.
