It basically depends on your budget as every country has top B-schools which offers good curriculum and placements. Kindly let me know which country are you from and what's your budget as well as your educational qualifications.

There is no harm in doing your MBA in India. Your percentage marks in 12th are very low and that can be an issue in doing your MBA from Abroad especially from the USA. But, you need to first ask yourself why you want to do an MBA after your Engineering.
Are you thinking of this because you don't have a job right now or is there another reason? I would suggest that you get a job and work for a few years as you have an Engineering degree that is a professional degree which should help you in your job search. However, if you do plan to do an MBA do it from India or from abroad if you can get Financial support.

To apply to business school in USA, you need to have atleast 3 years of work experience post your under graduation. Post that you need to write GMAT and TOEFL and secure good marks. With these scores you need to apply to different colleges in their MBA programs. At this point you will also need 2-3 recommendations from your superiors in company. Some of the leading management institutes offering Distance MBA programs are Symbiosis Center for Distance Learning, Narsee Monji Institute of Management Studies' School for Continuing Education, Sikkim Manipal University Directorate of Distance Education, ICFAIUniversity and IGNOU among others.
