Hello, every university offer scholarships to international students on merit basis, there is no single criteria. Scholarships by Australian universities are however tough to get and they are not amongst the financial aid givers.

You must hold a Bachelor's degree, this is the minimum education qualification required to pursue PG courses anywhere in the world. Apart, you must take IELTS or TOEFL which are English language proficiency tests.
