Yes, NEET qualification is mandatory for Indian students who want to study MBBS abroad and practice medicine in India later. If you are planning to stay in the Philippines only after your medical degree, you can also study MBBS without NEET qualification.

To study MBBS in the Philippines, Indian students must qualify NEET exam. There is no minimum NEET score requirement, just passing marks is enough. But higher NEET marks can help in getting better universities.

Russia is a better option than Philippines. Many Russian medical universities have good brand value.
