You need a minimum cut-off rank for the college. Marks being same may have a huge difference in ranks. So, check for last 3 years rank cut-offs and their related marks and then aim for a minimum of 40 marks higher.

No, NEET is only for Indian medical colleges. For foreign countries, they have their own criteria like class 12th marks.
