No, Meghalaya State NEET Counseling does not give reservation to other state students. According to the latest notification issued by the Meghalaya government regarding NEET counseling under the state quota, only indigenous residents and candidates with permanent resident certificates of the state were eligible to apply under the 85% state quota. I think in government it's impossible, try for the private college, but there will be very less chance and the fees will be very high. You can get colleges under AYUSH course but in private. All the Best.

With 408 marks in NEET you have very few chances to get MBBS in a medical college in Karnataka, even with the state quota. This is because, due to high competition to get admission into MBBS in the OBC category, the cut-off is usually above 500 marks in NEET UG. You may have a few chances to get admission in the special round or stray vacancy round at Vydehi Institute of Medical Sciences and Research Centre, Bengaluru. However, you may get into good dental colleges for a Bachelor of Dental Surgery BDS with your score.
