You can possibly get a college. Refer this link and follow the directions as directed in the video then you can get a list of colleges that you can get on your rank basis:

Yes, surely you are eligible, but you must have 60% in B.Sc in CS which you studied.

Hello Divya,
Giving CET for lateral admission is not mandatory. It in fact is decided by the state concerned. Many state Govt's have decided to base lateral admission on marks obtained in diploma exam. Hence I would like to advise you to check this on the website of DTE of your state.
