No, According to the regulatory body, there's no cap on the number of attempts for NEET but there's an age limit. A person less than 17 years of age cannot apply for the NEET exam. For upper age limit there is no restriction. However, the college/institute might have a seperate criteria for granting admission to the MBBS course. Merely qualifying NEET exam does not mean that a admission in top medical college is confirmed.

With rank 170096 it is not possible to get a government seat for MBBS course., specifically through all india quota, you may apply in state quota with OBC or ST/SC benefits.

Eligibility criteria for applying NEET exam is not based on the percentage score of 12th board exam. In fact all students studying in standard 12 Science B group (having biology as a subject) can apply for NEET exam.
