The main problem while preparing for NEET PG during an internship is a lack of time. You have to handle the academics as well as your duties in clinics, hospitals, etc. At the end of a busy day in the hospital, you're left with neither the time nor the energy to open up bulky books and flood your mind with all the information. The simple fix is a concise source that's only filled with the essential information you need to know. And for that very purpose, I feel the rapid revision programme of youtube is the best. You can't expect to watch all of the videos for all 19 subjects in your intern year, on top of your other responsibilities. It's just physically not possible. There's just not enough time. A concise video is no good if it won't help you solve any Multiple Choice Ques. I hope this will help you.

No, you cannot apply for the UPSC CMS exam during the fourth year of MBBS. The MBBS is a 5.5-year programme that includes a six-month internship. According to UPSC eligibility criteria, you can take the CMS exam after completing your MBBS degree course or in the final year of your MBBS degree course. If you are in your final year, you must present your course completion Certificate. This Certificate needs to be submitted before the last date for the submission of the detailed application form (DAF). In addition, you must present the Certificate of completion of your internship in order to obtain a recommendation letter from the UPSC for joining the assigned service. Therefore, you can appear in the CMS exam in your final year.
