No, you will not be able to get admission in the DNB courses of PPCE (Viman Nagar) & Ruby Hall Clinic (Bund Garden) without a valid NEET PG score. Admission in these DNB programs is purely on merit through the centralized counseling held by the National Board of Examinations (NBE), which demands that candidates must have qualified NEET PG. The applicants should possess an MBBS degree approved by the NMC and a valid NEET PG rank to be eligible for seat allotment and admission. Direct admission without NEET PG is not allowed.

A rank of 28,440 is outside the range where most government colleges would accept candidates for MS Ophthalmology. The cutoff ranks for government colleges are typically much lower, around the 7,500-9,000 range for general surgery, ophthalmology, and ENT.
With a NEET PG rank of 28,440, securing an MS Ophthalmology seat in a government medical college is highly unlikely. However, there are still options, including private colleges and DNB (Diploma in National Board) programs, which might offer a better chance.

With an All India Rank of 80,000 and a score of 60%, it's unlikely you'll get a clinical seat in a government medical college through the All India Quota (AIQ) under the OBC category in NEET PG 2024. The cutoff for clinical specializations in AIQ seats typically falls much lower than your rank.
Cutoffs:
For AIQ seats, the cutoff for clinical specializations like General Medicine, Pediatrics, Ophthalmology, OBG, Radiology, and Dermatology are usually within the top 15,000 ranks.
