With a CRL general category rank of one Lacs nine thousand eight hundred two, securing a CSE seat in NITs, DTU, or NSUT will be extremely challenging. These institutions typically have much lower cut-offs, even with home state quotas. While your J&K home state quota might slightly improve chances in NIT Srinagar, getting CSE at this rank is still unlikely. You might consider other engineering branches in newer NITs or look into private universities that accept JEE Main scores.

Having a high JEE Main CRL of 301, 136 and a PwD rank of 527 as a Delhi homestate candidate, the chances of making it to CS, IT or ECE at NSUT will be heavily undermined, with reservation or not. Though NSUT participated in the 50 % seats against All India candidates Persons with Disability (PwD), they only hold a quota of 5 per cent in the Delhi region so the cut offs of such popular branches are highly competitive even in the reserved category. Previous year PwD specific cut-offs are different and you should refer to the official JAC Delhi counselling site to get the same.

NSUT offers Chhatra Vittiya Sahayta Evam Protsahan Kosh incentive scheme to its students. Yes, there is a possibility. You can take admission in BTech at NSUT through LEET examination, but I would like to tell you that there is a criteria that it is only available or applicable for students who are Diploma students. 
It is only for the students who are Diploma holders.
