No, you can not, according to NSIT policy your branch only changes with respect to JEE mains rank and not your performance in that particular year which happens in IITs. your branch can change till end of first semester if someone leaves college and a seat becomes vacant according to JEE mains rank.

Anything in NSIT is better than IPU, if only thing you are looking for is placement. All the major companies of mechanical visit NSIT.
