Yes, you can surely go to New Zealand for graduation in Nursing after your Diploma in India. However most of the universities give admission based in many more criteria than academics. Hence you need to approach an agency
specialising in sending studends to NZ for graduation.

You will be eligible for Level 7 program me. you have asked that you wanted to do graduate diploma program. For this program called Level 7. To get admission for this you need minimum 5.5 in all modules and over all you need minimum 6 band. As you already haave 6.5 band over all and in all components minimum 5.5, you will be eligible to apply.

You need to do minimum one year course. International students will not be admitted for short duration courses. Even if they admit, you will not be eligible for PR. New Zealand: You can take up level 7 one year Diploma. After one year study visa you will be given one year work search visa. Once you get a job, you will get two year work permit, the moment you get your work permit you can apply for PR. In other words you are likely to get PR in two years and six months. Canada: If you do one year study, you will be allowed one more year post study work visa. Once you get a job, you can get work permit and apply for PR.

No, there is no such issue. Issue comes with respect to the Bachelor's programme you wish to choose. For that you must have studied related subjects in your class 12th equivalent.

In order to apply and get admission, you have to fulfill all the eligibility criteria. Just having good IELTS score is not enough.

Sorry, but your IELTS score is not good so you can't be able to apply for admissions in foreign universities. Try giving re-test and try to score a minimum 6.5 bands overall.
