You can get CSE in GFTI as per the JoSSA counselling cutoff last year. You cannot get any branch, like CSE, ECE in NIT at this rank.

Yes, NIT Mizoram offers various scholarships to economically backward and deserving students. They are government scholarships, state government scholarships, and category-wise scholarships for SC/ST/OBC students.
