You can not evaluate new colleges, as it won't have placement records, no alumni network. You can go by seeing the curriculum, ask the current students doubts. It's better to choose a good college, with good network of alumni than to going for a new college.

First of all CSAB counselling is based on AIR rather than category rank. You can visit the official CSAB website to check for the latest cutoff for any particular institute of year 2022. The rank you SEE under the SC category section is the AIR of a particular student who has been alloted that seat and that student belong to SC category but allocation is based on AIR only. It does not depend on the college. Firstly It's dependent on the course or branch you love the most or you have an interest in. As we can SEE CSE and civil are 2 different ways as CSE comes under the software side whereas civil comes under the hardware side. So better take the one which you have the interest to do in and also CSE is one the best course which has better placement records. If u have some interest in the software side, better go for CSE in Tirupati.
