Its a program for SC, ST and PWD students for teaching them to be able to go for further studies in next year. You either 'Pass' or 'Fail' in this course. so you learn for a year, then join the B.tech in a field that you have selected.

Based on last years statistics for your marks and category you can get admission in CSE or IT in NITK and many other NITs .

Sorry jeevan, I am not from Karnataka so I am not so sure. But I will say these following colleges are pretty decent.
NITK,
MANIPAL INSTITUTE OF TECHNOLOGY,
RV college Bangalore,
And some other colleges in Bangalore which have good placements as well as good connections for research. You can also find the list more precisely on websites like Indian outlook etc. All the best for admissions.

Last year rank, I don't remember precisely, but almost around 25-26 thousands for ST. Of course it varies every year due to new policies and different trends among students. Hope for the best and think what you want to do in life. All the best. Cheers!

Board percentages may be helpful in your admission. ST cutoff will be lower than others. Your chances of mechanical looks almost 50-50 to me as your JEE scores may not be sufficient enough but your ST category may help. You can try for other colleges like MNNIT ALLAHABAD, SVNIT SURAT, etc. I can be more certain about the answer once your ranks are out. All the best. Cheers!

You might be able to get admission under state quota. Since the cut off for your category is higher than the past two years, you might not be able to get higher branches like ECE,CSE,EEE and IT
