For Ph.D, you have to complete your master's degree and then you will have to appear for the NLUO exam and then you have to appear for the personal interview.

OBC category reservation applies throughout India. So yes if you qualify the criteria your can get admission in Kochi.

Yes, there is a good possibility that you will get an NLU. However, I think getting NLUO might be a bit difficult.
