There are no government institutes providing online Diploma course in the state of Jharkhand. If you asking about PG Diploma, then some private institutions like Amity University provides PG Diploma course online.

To apply for admission to Communications Engineering courses, you need to stay updated about all the admission-related notifications that get released on the official websites of the colleges you're targeting, as the application forms get released in the online mode on the website with enough time for all the applicants to apply.
You just need to fill in all your details correctly, upload the scanned copies of all important documents, and submit the application fee.
A few colleges may still follow the old pattern of offline form filling; it is very less likely to happen, though. Still, to be on the safer side, you may check the college

You can pursue B.Design online but offline would be more helpful. Designing is a practical course and you will understand it only after seeing it in person. Courses like product, interior, Fashion design would be good if it is applied for offline mode.

No, in India, it is not possible to study the LLB course online. The Bar Council of India, which regulates the education and practice programme of LLB, doesn't allow students to practice Law in online mode. Students can do a diploma or study legal topics course online. But, they cannot become a lawyer or advocate through a fully online LLB in India.
