Yes, even though you completed your engineering in electronics, you are eligible to apply for different Public Sector Undertakings (PSU) jobs after completion of an M.Tech in Computer Science. The PSUs normally seek applicants who possess a technical degree in engineering (B.Tech/M.Tech) in various disciplines such as Electronics, Computer Science, Electrical, and so on.

For some PSU recruitment exams, like GATE (which is often conducted by most PSUs for recruitment), eligibility criteria vary from PSU to PSU. However, most of the PSUs let M.Tech in computer Science candidates apply, as long as they possess a valid GATE score in any of the engineering-controlled streams.
