Sir, I gave PUCET and my merit mark's are 80.958 with rank 29 under defence category. Can I get course in 2nd counseling? I didn't get in 1.

Maybe, you can get the course in the 2nd round of counselling depending upon the university criteria.

BA LLB used to be the best course offered by PU but it was a few years back. Now, the scenario has changed that it is failing to meet the standards of the outer world. So, Chandigarh University would be a bit better option.

Yes, that may be acceptable for only some universities and in other top universities, you are required to give an authorized examination in German.
