No in India individuals who have completed a BOptom course cannot use "Doctor" or prefix "Dr." before their names because they do not have the doctoral degree.
So no, B Optom graduates cannot be called doctors.

No, in India, if you want to pursue the B Optom course, a Science background in Class 12 is considered.
This is because the Optometry course is full of Science topics like Physics, Chemistry and Biology, therefore, a candidate belonging to an Arts or Commerce is not ideally eligible to apply for the Optometry courses.
