The cost of living in Canada depends on which province your college will be located in. Big cities are obviously expensive to live in, while smaller towns are cheaper. So if you have a college or province in mind, please mention it so it gets easier to answer that question.
You can get a part-time job in Canada while pursuing your course. On a student visa, you will be allowed to work for 20 hours per week after your classes finish for the day. Here is an article which talks about part time work rules in Canada

Nowadays for fresh MCAs to get job directly is very difficult as most of IT industry vacancies are filled by campus placement. I will recommend that you do MCA for Institute which has good placement record. You may further do short mobile application development courses to increase your employability.
