Hi, the eligibility for Ph.D. programme full-time is
Post-graduate degree holders of any recognized university with a 2nd class securing at least 55% of marks in the concerned subject or in an allied subject. Their admission is based on the merit in the entrance test GURCET.
Preference will be given to candidates with M.Phil degree wherever applicable followed by candidates with UGC/ CSIR/ NET/GPAT qualification.
Candidates possessing M. Phil. / M.E. / M. Tech. / M.C.A. / M.L. / MPharm /LL.M. /M.D. / M.D.S. /M.S. degree at the time of admission are exempted from appearing for GURCET / Pre-PhD examination.

This requirement would vary based on requirement set by the concerned universities. In certain colleges Masters would be sufficient.

In my opinion, Amity University and Manipal University is the best university for Ph.D.

It's better to do full time course as only full time courses are AiU accredited. I recommend you should go for IIHMR Delhi which is the best instt for health management and is also AIU accredited.
