For Ph.D, you have to first complete your master's. After graduation, you are not eligible for Ph.D. So, first complete Master's degree for Ph.D. Good luck.

Delhi University does not offer Ph.D. in engineering. You can go for a private university.

Yes, you can do PhD in finance from IITD DMS after your M.A economics from IGNOU. You are eligible for this.

No, there are no known colleges that provide the both programmes as an integrated course, one usually completes the Masters and then chooses a prominent institute to finish their Ph.D. The same college may offer both these programs.

First you should have passed your HSC (+2) in a Science Group to pursue a B.Sc - Three Years Duration Course - Depends upon your interest.
