It actually doesn't matter, Ph.D. from any university is almost the same, surely less then IITs and IISc and international university it all depends on how good your research is, but yes it depends on the college so seek the faculty list, nothing else matters see how good is your guide, even top college have bad guide and AVG. One have experienced one, so check the availability of guide and there quality.

It's given for exceptional work in any area as a respect, like SRK and Bill Gates gets, it's not something most people can get, you have to apply research publish and get it.

Ph.D. in any government institute is free and we'll stipend, best thing it is open no necessary need for GATE just go for it. Give interviews and get elected, thought GATE is a better option you'll get around 25-30k per months and cost of living is 7-10k. So, a saving of 15-20k a month and 50k for book and laptop so you'll be paid as a job to do Ph.D in government. College, as HRD gives its for all students who qualify GATE then there are companies giving, so assume no one pays to do a Ph.D but get paid.

Eligiblity Criteria for Ph. D. Program
A candidate for admission to the degree of Ph.D. in any of the Faculties must have obtained the Masters degree with first class or at least 55% marks (CGPA 5.5 - 6 in a scale of 10) at Post-graduate examination and second division at the degree examination of the University or of another University recognized as equivalent thereto for General Category and 50% in UG and PG for SC / ST candidates

For some subjects, Ph.D. or FPM are based on specialisation so NET or JRF qualified you for a few, check those.

Most of the good colleges offer full time only today (IIMS) but you can apply for XLRI and SPJain or XIME these are mostly part time Ph.D.

Hi,
First of all, you need to clear entrance exams. After shortlisting, you will be invited for a personal interview session. And on the basis of your performance in interview and entrance, you will be given a seat in Delhi University. The same procedure is followed at JNU also. Best of luck.

Yes, but make sure that the programme is a one that is recognized by UGC. For example, you may opt for doing Ph.D. having MBA from IGNOU. There are certain distance education programs that are not recognized by UGC. And, also certain short term PGDM (1year duration) courses as well.
