For Government Polytechnic, Hisar, the lowest salary package across trades in recent reports is around Rs. 2.3LPA (~15,000/Month).  It will change accordingly, but mostly it lies around INR 15,000 – INR 20,000/month.

Yes it is generally possible to get admission to a B.Tech programme with a backlog in your Polytechnic Diploma but you likely need to clear the backlog before. The  colleges usually require all backlogs to be cleared before any entry for the BTech program.

There are numerous government Polytechnic schools all over India with primary curricula formation of Computer Engineering and Information Technology (IT) in male Diploma courses. Among the frontiers ones can cite Government Polytechnic Mumbai, which proposes the Computer Engineering and the IT. You can apply for lateral entry (direct second-year admission in engineering) only after completing your polytechnic/diploma course. So, if you're still in your 3rd year, wait until you get your Diploma in hand to be eligible.
