Yes, Lambton College Sarnia is considered a good option for certification programs as per the  Lambton College reviews posted by students on Shiksha Study Abroad.

One student suggests the student life is great and the programs do require students to complete assignments and take exams at regular intervals.

Students are advised to find a balance between the time spent working and studying at the college to have the best student life.

International students to be able to have a good understanding of English. That is the reason why language exams like TOEFL and IELTS are compulsory for Indian students (some exceptions could be there). There are many good MS programs in Canada for computer Science and engineering. Some universities are:
University of British Columbia
University of Waterloo
Mcgill University of Ottawa
To secure admission in Canadian universities, you should have the aggregate of 60 percent and also appear for IELTS and TOEFL exam along with GRE.

Yes, Canadian universities require 4 year Bachelor's degree, you have to first check with the universities directly if they will accept your degree or if an evaluation would be required. You may also complete the first year of a MS course in India. It is generally accepted. But before preparing or planning anything please check with the universities.
