The Railway Recruitment Board (RRB) Group D eligibility criteria specify that candidates must be between 18 and 36 years old as of January 1, 2025.

Since you will turn 18 by February 2025, you will be eligible to apply for the RRB Group D 2025 examination.

For applying to RRB NTPC candidates must have passed class 12th for undergraduate posts and for graduate level posts, candidates must have passed graduation. For Assistant Loco Pilot, candidates must have passed class 10th / SSLC Plus ITI / Course Completed ACT Apprentices or Diploma / Degree in Engineering.
