If the university is recognised by the UGC and has permission from UGC to conduct courses in open and distance mode then you are eligible to apply for Ph.D. Generally, the UGC will mention the list of universities whose qualification is accepted for Ph.D. Please go through that.

Most of the colleges/universities allow to get admission with 45% marks but there are very few they required 50% marks in physics, chemistry & mathematics. So before applying make sure the minimum criteria for eligibility.
