Eligibility Criteria of M.Sc in food and nutrition in Lady Irwin College :
Eligibility for entrance mode admission-
Candidate must have completed B.Sc. (Hons) or B.Sc. in Home Science or Food Technology or Post Graduate Diploma in dietetics and Public Health Nutrition from any other recognized university with 55% aggregate.
Eligibility for Merit mode admission-
Candidate must have completed B.Sc. (Hons) in Home Science or Food & Nutrition from University of Delhi (in 10+2+3 scheme of examination) with 60% aggregate.

Yes, you can. Anyone who has completed his graduation degree from any recognised university is eligible to appear in Civil Services exam. You can definitely appear in IAS or IPS exam.
