All you have to do is manage your time likewise. You should maintain a balance between both of them. Pay proper attention to the course curriculum in the college and invest rest of the time in the IAS preparations. If you are taking coaching for that, then it might be more difficult because of the timings. Try if you can adjust without them or try to get into weekend courses. This might be exhausting times of your life, but believe me, the result will be as good.

There are the various opportunities after completing your B.Sc degree:
1. You can apply for various government jobs.
2. You can be a teacher or professor.
3. You can pursue your postgraduate degree after your undergraduate degree.
Many more opportunities are there as you have completed your B.Sc degree.

Once you complete your undergraduate degree, apply for a postgraduate degree which is provided by many colleges but you need to score decent marks in your undergraduate degree.

Yes, definitely you can do M.Tech course after M.Sc, but to get admission in good colleges of M.Tech, you need to appear in entrance exams of M.Tech. After clearing this exams, you will get admission in these colleges like:
IITs
NITs
Birla Institute of Technology, BIT Mishra
Anna University
Indian Institute of Science, Bangalore.

Yes, they accept JEE paper 2 score. You can try to get admission. Apply for admission, you will definitely get the college, if your rank is under the requirement.
