I got 93.33 %in my 12th, this is my best of 4 subjects marks and I'm frm general category, can I get admission in srcc?can u pls help me out

Yes friend, you can get SRCC, Delhi University with these marks. It may be 1st or 2nd round of cutoff list.

What is the procedure for admission of a defence ward in B.Com (Hons) in SRCC? I am from OBC category.

There is no defense quota, as such but there is reservation for war affected children. For OBC different cut off is released. For B.Com (Hons). - 89+ cut off

There is same cut off for outside Delhi and Delhi students. Admission is based on your 12th marks.
Cut off is released by Delhi University for different courses for different college. SRCC is one if the most prestigious college of Delhi Counselling.
Cut off for general-95+.

I am from AP. We get a combined certificate of commerce for 50 marks of commerce & 50 marks for accounts then how can I apply?

If you belong to general category than you will not get admission in Delhi university. But, if you belong to ST category than you will surely get admission in SRCC.
