There is no defense quota, as such but there is reservation for war affected children. For OBC different cut off is released. For B.Com (Hons). - 89+ cut off

May I know what is the cut of percentage of SRCC college in Delhi for a general class student and outside delhi

There is same cut off for outside Delhi and Delhi students. Admission is based on your 12th marks.
Cut off is released by Delhi University for different courses for different college. SRCC is one if the most prestigious college of Delhi Counselling.
Cut off for general-95+.

This course is a regular course offered by Delhi University.
