Hello!
All the reputed colleges for MBA in HR admit students only on merit basis and not by any other means. Apart from CAT and SNAP, you can also give XAT and TISSNET for XLRI Jamshedpur and TISS Mumbai respectively.

The SNAP-2019 result has been declared on 14th January-2019. Hence, you can apply for SNAP-2020. The registration process for SNAP-2020 will be start in the last week of August-2019 and will continue till last week of November-2019. Further, the test will be held in middle of December-2019.
