CGL 2017 :
Tier 4 may happen in November/December if the stay is vacated
CGL 2018:
Tier 1 will happen in Feb/March.

For IT officer, you need a very good rank. Target minimum 160 in tier 1 exam. And 340+ in tier 2. Total should be above 500 after tier 2 for good chances of selection in General category.

SSC CGL 2018 is expected to take place around Feb/ March so expect admit card 1 month before it. So, probably, December this year or January next year.

Yes of course. Once you have cleared the minimum qualifying criteria for the exam you are good to appear in it. Seats in CGL are around 10k each year. So if you come within it you can surely get a job. Good luck.

Yes,
B.Tech students can give SSC CGL Exam.
Students who have completed B.Tech course or are in the final year of engineering can appear for the SSC CGL exam. The official web portal of SSC clearly mentions the eligibility factors for CGL aspirants. Candidates who are aiming to appear for the CGL exam should take care of the following requirements or criteria.

I predicted 3 months ago that CGL18 preliminary exam can't be conducted before October. Yes, you heard it right friends, its October or probably November.
Reasons:
SSC decides the vendor (assuming 15 days from today)
SSC sets the paper for CPO and labs are booked (1 month)
CPO admit cards are out
CPO gets conducted. Papers for CGL are set
Admit cards are out
I don't think you are unlucky enough to get first day first shift ( assume you will be somewhere in the middle)
All in all not less than 3 months delay can be expected. BUT
Don't sit back and relax!

SSC CGL 2017, a surprise for the aspirants what I came to know later on as I never knew about what CGL is all about until I appeared in Tier-1. So, based on my level of intelligence and expectations which I had of scoring marks in CGL with reference to previous year trends, my analysis of expected cut off for tier1+ tier2 goes like this, Tier1: Dip of 10 marks as compare to previous year because of level of questions (23) in quant and reasoning were little time taking and duration of the exam reduced to 60mins. But every passing year cut off increases as competition increases. So I consider an increase of 5 marks because of this factor
