CMC-Vellore has a very good reputation and apparently, everyone is saying that cut-offs go sky high but as per the cut-off records, in past 3 years, the cut-off has reduced comparatively after the central counselling. Thing is, try your best, if you desire to take admission in CMC then forget the cut-off, just try your level best.

Entry into 2nd year will not be possible. You will have to study from 1st year again. Universities don't allow admission into 2nd year on the basis of completing 1st year from elsewhere.

VITEE exam is not so tough as compared to JEE. So, you may crack it with the same preparation of class 12th.
And the beneficial point will be that there is no negative marking so you may attempt the questions too when you are not pretty sure.

See, in my opinion, it completely depends on you. Keep calm and think which work do you like most in both the fields. Skilled person can get infinite opportunities in both fields. And if you like both two then it is ECE because there are 3 scopes in it. First, you can go in CS other in Civil services and EC own is the biggest branch of future. Take your decision wisely.
