Any government college will be charging less than 2 lacs per annum in not only your mentioned states but in any state in the country.

You need to clear NEET and once you have qualified NEET, then look for your preferred colleges, check out their websites, and you can then know the criteria required to get admission there. Private colleges usually don't have a domicile issue.

No, there is no chances of getting admission in any of the campus of the VIT. With this rank, you can get admission in AP campus only through the management quota.

Most probably you can't get admission. Minimum 60% marks are required.

For VIT, it is minimum 60% marks in class 12th. For BITS, it is 75% marks.
