No, for getting Anna University, you have to be a domicile of Tamil Nadu or your parents. If you are not a domicile of Tamil Nadu, you must have done your +2 from Tamil Nadu. Tamil Nadu doesn’t have any state entrance exam admission is given on the basis of +2 marks.

There is separate admission procedure for students from states other than Tamil Nadu (Tamil Nadu). There will be an open advertisement in newspapers (may be not all over India)or you can constantly check the Anna University website where the admission notices start to display from March
