Candidates can apply from the official website. The exam will be conducted for admission to various courses in Regional Institutes of Education (RIE). Selection process for RIE CEE 2018:
1. 60% weightage is given to the marks scored in the CEE entrance exam.
2. 40% weightage is given to the marks scored in the qualifying exam.
3. Once the CEE 2018 ranks are generated, the selected candidates will go through the counseling process.

Candidates must have completed Shastri or BA (with Sanskrit) in 10+2+3 Scheme and/or MA (Sanskrit) from a recognized university with at least 50% aggregate (45% for SC/ST candidates) marks in the qualifying examination.

Master of Education (M.Ed) is a 2-year (4 Semester) full-time postgraduate programme offered by Bundelkhand University, Jhansi with the approval of UGC and recognised by NCTE.

The candidate must possess B.Ed degree in relevant discipline with 55% of total marks in aggregate from any recognized university.
So you are not eligible for M.Ed at MKU.

The eligibility criteria for Regular B.Ed MDU Admission 2018 is minimum 50% marks in graduation or Post Graduation. So you are eligible.

So far my knowledge goes, B.Ed. can be pursued through any mode only after Graduation.
