International UG students need to apply through either the Common Application or the Application portal. Only one application from the portals will be accepted. Do not submit applications on both portals as the university may reject your application.

No, it is not required for Indian students to take SAT or ACT if they are applying to the University of Maryland. The university provides test-optional policy, which means it is on students either to submit test scores or not.
