Yes, you are eligible for that. And, you need a good rank in UPSEE to get best colleges, because there are only 10% seats reserved for non-up candidates in every College' of UPTU. If you have any query please feel free to ask.

Yes, there is a step marking in UPTU semester exams in all subjects. Don't worry about marks they will gave you more than you expected. But, be aware because sometimes the students get less marks than they expected this is due to some error in online checking system, if this occurs in your case then please apply for rechecking of answer sheets. You can't get any government college of UPSEE, you can take admission in good private colleges situated in Ghaziabad region.

There are many other exams like JEE, IPU CET WBJEE KIITEE AMUEE, SRMJEE, KCET LPU-NEST, these are the best exams that you can also opt for, apart from the exams you have suggested.

I'll prefer you to opt for the UPSEE as in this, colleges are in quantity as well as in quality but in WBJEE, there are only some colleges and in that, only few are quality. Others are just average.
