No, you don't have to pay the fees until you get a seat. After getting the seat, you have to pay the registration fees to lock the current seat or for the floating purpose.

IET, Lucknow is far better than the UPES Dehradun as UPES is a private college and IET, Lucknow is a government college. UPES stands nowhere in the national ranking but IET does.

See, there is no such criterion for the admission in UP colleges. In private colleges, you can get admission with any marks scored by you.
For a government college, you have to score a minimum of 350 marks to get into any lower-ranked government college.

You should have at least secured a rank under 5K to get admission in good government colleges (should at least 350 marks to be in the safer zone).

Sorry, you have a very hard chance to get there. Try in other colleges like IMS or RKGIT-Ghaziabad, you can also try for direct admission.
