No, you cannot get admission in CIPET Lucknow as your rank is not so good and this is a good college of UPTU.

Yes, you can attend 2nd round of counselling. Register yourself as per the schedule given by UPSEE.

Your chances are less but try till the last round. It would be better if you go for a good private engineering college with your rank.

In UPTU you have to score more than 400 out of 600 to get a good government college and a decent branch.
