If you are keen for PR, you should explore Canada, Australia, NZ, Ireland etc countries.

Yiu can definitely plan. However you need to take GRE and IELTS too.

You need to start preparing a year before. You need decent scores in SAT and TOEFL/IELTS & SATsubjective tests too (if required).

Usa application is through common app website.you should create account there immediately. Then you need to book sat test in Oct not later. You should be able to apply by December this year for admission in August next year

I want to do Ms .with 2.7 GPA and my current practice score in GRE is 301-294 is that appropriate for MS in top universities of USA or UK.

Unfortunately not.
You have to look at a score of 325 and above along with higher GPA and overall profile of all rounder for top universities. However if you want to study from an average university and your MS subject is not very common, you can then consider positive chances of admission
